SARFT releases "Technical Requirements for Digital Virtual Humans": Task settings that meet the scenario, intact image, etc.

The State Administration of Radio and Television issued a notice today that the State Administration of Radio and Television has organized a review of the "Technical Requirements for Digital Virtual Humans", and now approves it as a recommended industry standard for radio, television and online audio-visual of the People's Republic of China and publishes it. The standard number is GY/T411-2024, and the standard will be implemented from the date of publication.

IT Home learned from the "Requirements" that the main application scenarios of digital virtual humans are content broadcasting, interactive customer service, virtual broadcasting and content creation. Content broadcasting includes news and information broadcasting / sign language broadcasting, movie / TV / feature / documentary introductions and live streaming; interactive customer service includes virtual customer service, smart assistants and interactive Q&A; virtual performance includes variety show hosting, virtual concerts, entertainment activities and user agent virtual avatars; content creation includes film and television creation, video creation, advertising creation and game creation.

Digital virtual human images should meet the following requirements:

  • Task settings that meet the scene, and be decent and beautiful in terms of character image, expression, clothing, etc.;

  • Support full body, half body, half body different scene postures;

  • The image is intact, without distortion, mosaic, frame skipping, damage, audio and video delay, lip inconsistency, etc.;

  • Support the change of dress and clothing;

  • There is no infringement of third-party rights and other situations prohibited by laws and regulations.

The subject of digital virtual human application is responsible for the security of the personal information it processes and meets the following requirements:

  • The processing of personal information should follow the principles of legality, legitimacy, necessity and good faith, and should not be processed by misleading, fraud, coercion, etc.;

  • The processing of personal information should have a clear and reasonable purpose, and should be directly related to the purpose of processing, and adopt a method that has the least impact on personal rights and interests;

  • Before processing personal information, the purpose, method and scope of processing personal information should be truthfully, accurately and completely informed to the individual in a prominent manner and clear and understandable language;

  • When editing biometric information such as real face and voice, the individual being edited should be informed and their separate consent should be obtained.
